Rules of The Citizen's Institute for Social Education, The Social Education Society          October 20, 2019

Purpose statement
In the course of the Taisho democracy after World War I, The Social Education Society, which was founded in 1925 as a foundation for the purpose of "promoting social education activities," has advocated the establishment of a research institute advocating the creation of a separate organization of The Social Education Society since its inception.
We will call this research arm the Institute for Social Education Activities of Citizens to realize this thought of the forerunners on a global scale in the 21st century and respond to the demands of Japan and from abroad.
Now, in every part of Japan, serious efforts are being made to develop the region endogenously – proceeding from within, derived internally, including recovery from disasters. These activities connecting each person's independent intentions are the activities of social education. And it will also lead to the development of global activities for sustainable development and symbiosis, called for by the UN's 2030 Agenda for Sustainable Development / SDGs enacted in 2015. It clearly states independent activities of the Global Citizenship (global citizens).
We are keenly aware that it is time to conduct research for the lifelong learning activities of children, adolescents, adults and the elderly, while confirming the essence of social education as the basis of the citizen's independent learning.
We call upon everyone to join us in support of this statement and to join us in this effort as many people as possible.

 

(Organization)
Article 1
1.Based on Articles 3 and 4 of the Articles of Incorporation of the Social Education Society (hereinafter referred to as the "Society"), the Citizen's Institute for Social Education (hereinafter referred to as the "Institute") is an organization attached to the Society.
2. The English notation of the Institute shall be The Citizen's Institute for Social Education.

(Secretariat)
Article 2
The secretariat of the Institute shall be located at the headquarters of the Society.

(Purpose)

Article 3
The institute aims to conduct research and study to promote citizens independent social education and lifelong learning activities (hereinafter referred to as "citizens' social education activities").

(operations)
Article 4
The Institute conducts the following operations to achieve the purpose specified in the preceding Article.
(1) Investigation and research for promoting citizens' social education activities
(2) Survey and study on social education activities of citizens in modern Japan
(3) Research on the historical performance of the Society and collection, preservation and utilization of related materials
(4) Research on social education systems in Japan and overseas and exchange with social education related societies and research organizations
(5) Interaction with social education activity organizations such as UNESCO, overseas citizens and researchers
(6) Holding research meetings on social education activities for citizens
(7) Assistance and proposal of policies for social education activities for all citizens, including children, the elderly and the disabled
(8) Dissemination and exchange of information through publishing, the Internet and various other media
(9) Consulting on social education and career guidance in higher education
(10) Other activities necessary to achieve the purpose

(Member)
Article 5
1.The Institute is composed of members
2. Anyone who approves this agreement may become a member. Unsubscribing is free. Enrollment and withdrawal procedures shall be determined separately.
3. The members are classified as follows.
(1) Regular membership dues 10,000 yen per year
(2) Supporting membership fee 5,000 yen per year
(3) Student membership dues 1,000 yen per year
(4) Corporate membership fee 10,000 yen per year

(General meeting)
Article 6
1.A general meeting shall be held once a year, in principle, with the convocation of the director, in order to determine the activity policy of the Institute.
2. The duties of the General meeting are as follows.
(1) Determination of activity policy for each year
(2) Approval of activity report for each year
(3) Determination of budget for each year
(4) Approval of settlement of accounts for each year
(5) Appointment of Committee members
(6) Other necessary matters

(Committee members)
Article 7
1.The following officers shall be appointed at the Institute.
(1) Director 1 person
(2) Deputy director, a few
(3) Committee members, a few
(4) Secretary general 1 person
2. The board members of the Institute must be reported to and approved by the Board of the Society.
3. The term of office shall be two years and shall not prevent re-election.

(Researcher)
Article 8
The Director may entrust a researcher with the consent of the Committee in accordance with the rules provided separately.

(Duties of committee members)
Article 9
The duties of committee members are as follows.
(1) The director represents the Institute and controls the Institute.
(2) The Deputy Director assists the Director, and if the Director has an accident, substitutes his duties.
(3) The Committee members will promote the activities of the Institute from general meeting to next general meeting.

(4) The secretary-general operates the secretariat. (5) In principle, the committee shall meet regularly.

(Secretariat)
Article 10
The secretariat, under the Secretary-General, is responsible for the daily work of the Institute, including organizational affairs, information activities such as publication of institutional papers, accounting affairs, and practical activities, based on the rules provided separately.

(year)
Article 11
The year of this institute shall be from April to March of the following year.

(audit)
Article 12
The audit of the Institute shall be delegated to the Auditor of the Society.

(Dissolution)
Article 13
The dissolution of the Institute and the related affairs are determined by the Society.

(Delegation)
Article 14
The operation and interpretation of these Terms shall be delegated to the Director. Supplementary rules
